The loud intake vent is extremely loud. In the video link it is apparent that the sound is originating at the top of the vent and not the fan itself. I speculate it is the 90degree bend along with high wind speed that is causing the loud sound. Im no expert so any opinions will be greatly appreciated! Thanks!
You are thinking correctly. Many times the return air system is too small for the size of the AC system. As a result you have the blower trying too hard to bring return air back thereby creating a high velocity flow. Try and change the 90 degree to 2@45. Try and increase the diameter of the return duct. Anything that increases the cross section size of the duct or decreases any reatrictions (90 degree elbows) will help.
